LE FORUM CIVIL ALERTE : PRES DE 70 MILLIARDS DE FRANCS DE FLUX FINANCIERS ILLICITES QUITTENT LE SENEGAL CHAQUE ANNEE
Les flux illicites qui partent du Sénégal vers l’Europe tournent au tour de 106 millions d’euros, soit près de 70 milliards de FCFA, a révélé Birahim Seck, coordinateur du Forum Civil, lors d’une rencontre avec les 45 coordinateurs départementaux, renseigne Le Témoin.
« On veut amener le gouvernement à être beaucoup plus transparent dans les exonérations fiscales. Comme l’a soulevé récemment, en Conseil des Ministres, le président de la République qui veut recadrer les exonérations. Mais également on s’est rendu compte que le Gouvernement, en voulant encadrer les exonérations fiscales, a également signé ou a adopté un projet de texte pour signer une convention de non double imposition avec la Turquie. Donc, on se demande aujourd’hui pourquoi la Turquie devrait-elle bénéficier de cette convention de non double imposition, ce qui est en porte à faux avec la volonté de recadrer ou de réduire les exonérations. C’est pourquoi, on s’est dit qu’il faut impérativement la transparence », a-t-il expliqué..
Pour lutter contre les flux financiers illicites, Birahim Seck pense qu’il est possible d’explorer une autre voie. « L’autre levier, c’est d’inciter d’avantage la Direction des Impôts et des Domaines à publier les rapports sur les dépenses fiscales mais également d’inviter les Corps de Contrôle que ce soit la Cour des Comptes, l’IGE, les autres Corps de Contrôle de publier leurs rapports parce que cela participe à améliorer la lutte et la prévention contre les flux financiers illicites. »
Birahim Seck qu’il « est impératif avec tous les scandales et cette absence de sanctions qu’on connait avec ce nouveau régime, de prendre les devants. Parce qu’on le veuille ou pas, si on ne lutte pas contre les flux financiers illicites, il y aura forcément une organisation, des organisations ou des instances terroristes qui vont s’attaquer fondamentalement aux pays africains ».
