GOUVERNEMENT : CES IDEES QUI POURRAIENT AIDER MOISE SARR A REUSSIR
Membre de la société civile, Bouba Benjelloun a animé une conférence, samedi 13 avril, à Paris, sur le thème : « Quinquennat 2019-2024 : quelles politiques à mener en direction des Sénégalais de l’extérieur.» Plusieurs idées pertinentes ont été émises par les différents intervenants.
Le Secrétaire d’Etat chargé des Sénégalais de l’extérieur, Moïse Sarr, nourrit certainement de grandes ambitions pour ses compatriotes résidant à l’étranger. Mais ses bonnes intentions ne devraient pas suffire pour réussir d’autant que le gouvernement est incapable de mettre en place une politique migratoire.C’est en substance l’avis de Bouba Benjelloun, membre de la société civile sénégalaise en France.
« Il faut qu’on ait une politique au niveau de l’immigration. Le Sénégal n’en a pas ! Il ne fait que du bricolage. Par exemple, quand il y a un décès ou un problème…, il intervient et éteint le feu mais il n’y a pas de vision. Il me semble que pour réussir, les autorités doivent mettre en place des cadres. On ne peut pas être affilié au ministère des Affaires étrangères et pouvoir mettre en place cette politique que les Sénégalais de l’extérieur appellent de leurs vœux. Concrètement, nous devons avoir un cadre à nous où nous pourrons réfléchir sur des questions spécifiques à la diaspora, et faire des propositions au gouvernement. A lui, ensuite de voir le ministère qui peut les prendre en charge pour négocier des accords sur notre présence dans les pays d’accueil et pour discuter de la stratégie à avoir pour les Sénégalais. Parce qu’il faut avoir des stratégies. Le Sénégal n’en a pas pour ses ressortissants », a-t-il expliqué samedi 13 avril, à Paris, lors d’une conférence qu’il a animée sur le thème : « Quinquennat 2019-2024 : quelles politiques à mener en direction des Sénégalais de l’extérieur. »
Le conférencier, connu pour son investissement dans la défense des intérêts des Sénégalais de l’extérieur, a également pointé le manque de statistique dans la gestion de l’émigration et de l’immigration : « Nous n’avons aucune statistique. Le Sénégal est un pays où on reçoit beaucoup d’étrangers, mais on ne sait pas s’ils sont contents, comment vivent-ils. Ne parlons pas des Sénégalais de l’extérieur, on n’arrive même pas à nous compter. Il faut donc mettre en place ce cadre, appelons-le comme on veut : Haut conseil ou Commissariat des Sénégalais de l’extérieur. Mais laissons-le avec des Sénégalais qui sont de l’extérieur pour qu’ils puissent y travailler en relation avec les autorités étatiques », a-t-il soutenu.
Bouba Benjelloun a ajouté que les autorités sénégalaises devrait s’inspirer du Mali qui, a-t-il laissé entendre, ont fait confiance à leur diaspora. « La Délégation des Maliens de l’extérieur à beaucoup de pouvoirs. (…) Et ça marche bien. Elle a un bâtiment à Bamako, il n’y a aucun fonctionnaire qui vient embêter les employés. Ces derniers font des propositions. En clair, ils ont leurs mots à dire dans la gestion des Maliens de l’extérieur. Nous nous n’avons qu’un organe consultatif qui n’arrive même pas à se réunir tellement qu’il est bloqué par différentes actions pour empêcher les Sénégalais de l’extérieur de prendre la main sur un Conseil des Sénégalais de l’extérieur. Si on met en place des outils, c’est pour travailler. »
Moïse Sarr n’est pas seulement invité à mettre en place un cadre devant permettre aux Sénégalais de l’extérieur de réfléchir sur leur situation dans les pays d’accueil et de leurs relations avec le Sénégal. Il lui est aussi demandé d’organiser ses compatriotes vivant à l’étranger pour capter une partie de leur épargne. Cette manne financière pourrait, entre autres, aider à financer les études de certains étudiants dans les pays d’accueil, mais aussi à contribuer au financement des projets de l’Etat.
« Quand nous regardons les chiffres, l’argent que les Sénégalais de l’extérieur envoient au pays en termes d’appui aux familles, on se rend compte que la diaspora n’a pas les mêmes problèmes que les Sénégalais qui sont restés au pays du point de vue des possibilités financières. Les gens travaillent, ceux qui n’ont pas de travail bénéficient des revenus sociaux. Ce qui laisse à penser que les gens ont des possibilités d’épargne. Si on n’arrivait à prendre 5% de leur épargne, ça fera beaucoup d’argent. Cette manne financière peut servir à appuyer, à organiser la mise en place de leurs projets respectifs, à soutenir des étudiants qui n’ont pas accès aux crédits. Mais d’abord, il faut que la diaspora s’organise pour créer un cadre homogène, lequel pourrait ensuite entrer en contact avec les organisations publiques et l’Etat, pour voir comment mettre en place un partenariat public-privé , a théorisé Ousseynou Seck, lui aussi membre de la société civile. L’Etat a des organes comme les ambassades, les missions économiques. Concrètement, a-t-il poursuivi, l’Etat peut assurer le maillage pour toucher tous les Sénégalais de l’extérieur en vue de capter une partie de leur épargne. Il faut aussi préciser que l’argent récolté pourrait également servir les Sénégalais qui sont restés au pays. L’Etat a des projets qui nécessitent des financements, il vient au Club de Paris pour chercher des milliards, pourquoi pas définir aujourd’hui des axes de réflexion sur l’apport de la diaspora dans le PSE 2 ?(…) Individuellement les Sénégalais de l’extérieur n’y arriveront pas, mais ensemble, ils peuvent apporter un beau pactole pour répondre aux besoins de financement des projets de l’Etat. »
Même si Moïse Sarr est un « produit » de la diaspora, rien d’indique qu’il peut réussir, a laissé entendre Amadou Sow, connu à Paris comme étant un inconditionnel de Wade. Il lui suggère de s’inspirer de l’organisation des diasporas israélienne et chinoise. « Des membres de la diaspora sont souvent nommés à des postes de responsabilité, mais n’arrivent pas à influencer le système. Il faut qu’on regarde comment les diasporas israélienne, chinoise… influencent leurs pays respectifs et quels outils ils utilisent. Ce sont des clubs de réflexion, des associations de remontée d’informations, de problématiques. Je pense que si on crée un véhicule comme ça, qui n’aura aucune coloration politique, qui va produire des documents, la situation peut s’améliorer. Libre ensuite au pouvoir en place d’utiliser ou de ne pas utiliser les documents, fruits de la réflexion des acteurs de la diaspora. Avec ces structures qui auront une coloration arc-en-ciel, je pense qu’on pourra apporter un changement concret à nos problèmes. »
Plusieurs autres participants ont donné leur point de vue lors de ce « rendez-vous du donner et du recevoir ». Des interventions aussi pertinentes les unes que les autres.
